Ukraine and Slovakia signed a cooperation declaration in Lviv on Thursday, November 5, committing Bratislava to specific material and financial aid. The agreement was reached after joint government consultations led by Ukrainian Prime Minister Serhii Koretskyi and Slovak Prime Minister Robert Fico.

Under the new terms, Slovakia will deliver 54 generators to Ukraine. The energy assistance package is valued at 500,000 euros. These funds cover the transport of the equipment, which must arrive before the end of the month. Slovakia is also allocating 300,000 euros to the Civil Protection Shelter Coalition. This marks its second contribution to that specific fund.

Medical support is part of the deal as well. Bratislava has set aside 200,000 euros for hospital equipment. The country will also transfer three electric locomotives to Ukrzaliznytsia. The state railway operator expects to place these trains into service on European-gauge track in the Zakarpattia region by year's end.

Energy recovery projects received priority during the talks. Koretskyi stated on X that a Framework Agreement on Financial Cooperation is scheduled for signature. This agreement will launch projects under the Ukraine Investment Framework with a total value exceeding 100 million euros. The discussion focused on utilizing the EU's SAFE instrument for these efforts.

The leaders also addressed Ukraine's path to the European Union. They discussed opening the final two negotiating clusters in the accession process. Additionally, they considered launching an EU Macro-Regional Strategy for the Carpathian Region. Practical border measures, including joint checks and an electronic queue system, were also on the agenda.

Slovakia announced it is joining the International Coalition for the Return of Ukrainian Children. This group works to bring back minors who were deported or forcibly transferred during the conflict. The move adds to the humanitarian dimension of the bilateral support.

These commitments follow Fico's earlier comments on larger EU funding. He noted that Ukraine requested 70 billion euros in additional aid for 2027. Fico stated that Slovakia and Hungary would not participate in that specific initiative. The current declaration reflects a continued focus on targeted energy, transport, and humanitarian support.
