Mayor Ryan Walters presented the City of Anacortes' proposed 2027 budget at the October 26 City Council meeting. The plan eliminates a projected $2.4 million shortfall without raising utility taxes or laying off staff involuntarily.

The city closed the gap by shifting costs from the General Fund to utility funds and reducing spending on outside consultants. Anacortes plans to bring more work in-house within its Fiber and Public Works departments. This move aims to save more than $1 million in annual consulting fees.

To maintain balance, the city will postpone contributions to equipment replacement funds and its paving program. Essential services such as police, fire, EMS, the library, museum, parks, and senior center will retain their current funding levels. The budget does not include a business and occupation tax.

Walters described the budget as a temporary fix rather than a permanent solution. He noted that rising costs and revenues that have not kept pace with inflation continue to challenge municipalities across Washington. The city will need additional revenue sources to ensure long-term financial stability.

The proposed budget reflects an effort to preserve essential services while managing limited revenue. The complete budget message is available at anacorteswa.gov/budget.
